Pat McCarty, P.E.
Pat graduated from Purdue University in 1991 with a degree in Civil Engineering.
He accepted a position with the Indiana Department of Transportation as a highway construction project manager. While with INDOT, Pat received his professional engineer license from the State of Indiana in February of 1997. During his first 9 years with INDOT, he oversaw projects ranging from simple resurfacing work to major interstate renovation projects until the end of January 1999.
In 2000, Pat accepted the position of City Engineer for the City of Marion, Indiana where he oversaw the infrastructure needs of a city of 32,000 residents. He revamped the City’s programs for infrastructure improvements to reduce costs. In his 4 years at the City of Marion, Pat resurfaced 20% of the street miles of the city and doubled the annual sidewalk replacement program with a 10% budget reduction. Marion was recognized as a Tree City USA city thanks to Pat’s efforts to improve and manage the urban forest of the city. He worked with the electrical utility providers to ensure street lights were working and built new streets to improve mobility by relocating commercial vehicle traffic. He developed and installed a first-of-its kind audible pedestrian street crossing system for pedestrians with vision impairments.
In 2004, Pat went into private practice by opening McCarty Engineering, Inc. He worked with cities to improve their street maintenance programs with an emphasis on maintaining the current streets at a higher quality level through innovative treatments and planned maintenance.
In 2007 Pat returned to work for the Indiana Department of Transportation as the Work Zone Safety Supervisor for the State. While in this role, Pat developed and maintained INDOT work zone standards and was responsible for writing portions of the Indiana version of the Manual on Uniform Traffic Control Devices (MUTCD). He developed and delivered training on how to properly design and deploy work zones. He oversaw INDOT's work zone traffic control quality assurance reviews. Pat managed INDOT's Interstate Lane Closure Policy and developed and managed it's replacement, the Interstate Highway Congestion Policy.
In 2014 Pat returned to the private sector, joining AWP, Inc where he oversaw the development of work zone traffic control plans for clients seeking permits. He managed a staff of over 20 CAD and engineering professionals when he was named Director of Engineering.
In 2019, Pat and Albert Antoine formed Orange Barrel Engineers to develop professionally engineered temporary traffic control (TTC) plans for utility and TTC providers. He provides work zone and general traffic safety consulting to public/private highway operators and serves on INDOT's Traffic Standards Sub-Committee.
Pat is an active member of the American Society of Civil Engineers, the American Traffic Safety Services Association, the National Association of Home Builders, the Florida Home Builders Association, and the Marion County (Florida) Building Industry Association.

Albert S. Antoine, P.E.
Albert received a Bachelor of Science degree from Carnegie Mellon University in 1984
with majors in Civil Engineering and Economics.
Albert accepted a position with the State of Ohio Department of Transportation as an Engineer in
Training in 1985 and served as an estimator, project engineer, design engineer and concluded working
as a Work Zone Engineer and Traffic Safety Engineer until 2009. While with ODOT, Albert received his
professional engineer’s license from the State of Ohio in September 1989. His work there included:

In 2016 Albert joined AWP Inc as a Work Zone Safety Engineer. There he served as Engineer in
Responsible Charge for several states. He worked with several CAD technicians to develop and seal
hundreds of Temporary Traffic Control (AKA MOT Plans) to meet a variety of state and local standards.
He developed and sealed dozens of Transportation Management Plans.
In 2019 Pat and Albert Antoine formed Orange Barrel Engineers to develop professionally engineered
temporary traffic control (TTC) plans for utility and TTC providers.
Albert is an active member of the American Traffic Safety Services Association and the American Society
